Huge hike in county solid waste fee proposed

Landfill fees could nearly triple if the solid waste group scheduled to meet on Tuesday approves the
sanitation assessment county officials have suggested.
The Board of County Commissioners will recess its 9 a.m. meeting on Tuesday to allow the Solid Waste District Board – composed of the five commissioners and the mayors of Palatka, Crescent City and Interlachen – to have the first of its two annual public hearings.
County staff has proposed bumping up landfill fees for fiscal years 2014-2015 from $86 per household to $241 per household. Such a large increase is needed mainly “to finish the current mining contract and then to begin on the new cell that has to be built to replace the cell we’re using now that will be exhausted in 2016,” County Administrator Rick Leary said.
If the waste board approves the assessment proposal, the total assessment for households in incorporated
reas would go from $120 this fiscal year to $284 next fiscal year, and assessments households in unincorporated areas would leap from $250 to $404.All households would pay the landfill fee plus a $43 recycling fee, according to county documents. Households in unincorporated areas –Welaka, Pomona Park and Interlachen – would also pay $120 in waste collection fees. Palatka and Crescent City, the incorporated areas, don’t pay collection fees since the cities collect their own garbage.
The waste board will set the assessment when it meets Tuesday, Leary said, and it will vote to approve the figure when it meets again August 26. But there is a chance –depending on if and how the county commissioners vote on the privatization of the Putnam County Central Landfill on July 29 – that the
assessment set during the waste board’s first meeting could be changed during its final meeting, Leary said.If commissioners were to approve the sale of the landfill to Republic Services of Florida, the private landfill company would be responsible for the new landfill cell development, on-site leachate treatment costs and other areas of landfill operation county staff has listed as reasons to increase the waste assessments.
“Depending on what happens on the 29th of July, that could directly affect the budget,” Leary said.
The proposed 2014-2015 budget is currently set at $118,467,395, but Leary said it could be lower if the sale
were to be approved. Republic’s attorney,Matthew Morrall, informed the county earlier this week that it has until July 31 to decide whether to sell the landfill before the company withdraws its offer.Commissioners will have another workshop about the privatization on Tuesday at 2 p.m. It is likely they will vote whether to approve the sale a week later.
